Naihalal na nga bilang bagong Speaker of the House si Marinduque Representative Lord Allan Velasco sa isinagawang remote plenary session ng mga miyembro ng House of Representatives, na pagpalit sa dating may hawak ng katungkulang ito na si Taguig-Pateros Representative Alan Peter Cayetano.

Ginanap ang botohan sa isinagawang remote plenary session sa Celebrity Sports Plaza sa Quezon City, kung saan 186 House members ang pumabor para kay Velasco.

Hindi lamang si Velasco ang naihalal sa iba pang posisyon. Naihalal din bilang Secretary General si Jocelia Bighani-Sipin at ang retiradong Police Major General Mao Aplasca naman ang bagong sergeant of arms ng Mababang Kapulungan.

Bago maganap ang botohan hinggil sa pagpapalit ng Speaker of the House na ilang linggo na ring pinag-uusapan, isang manifesto ang lumabas sa media, na nag-aanyaya sa 187 mambabatas na ideklarang bakante ang speakership post, at ihalal si Velasco bilang bagong pinuno.

“In accordance with Section 13, Rule 3 of the Rules of the House of Representatives, of the 18th Congress, we call to assemble, move to and cast our vote to declare the position of Speaker VACANT on Monday, October 12, 2020,”ayon sa manifesto.

“Further, also in accordance with the same section, we will move to and cast our vote to declare Representative Lord Allan Velasco of Marinduque as Speaker of the House of Representatives of the 18th Congress,” nakasaad pa rito.

Kinondena ng mga mambabatas ang terminasyon ng budget deliberations at pag-apruba sa  2021 General Appropriations Bill na nasa ikalawang pagbasa na noong Oktober 6.

“The current House leadership deprived the Filipino People of exercising, through their duly-elected Representatives, their right to participate in crafting a national budget that would best serve the country. The House members were stripped of their legislative duty to scrutinize the spending plan of various important agencies,” anila.

“This act runs contrary to Congress’ responsibility to craft an open, transparent, and meaningful budget that is beneficial to the Filipino people. The power of Congress is bastardized when it was divested from the plenary, in each and every individual legislator, and purposely let to be monopolized by a select few,” dagdag pa nila.

Samantala, para sa dating Speaker of the House na si Alan Peter Cayetabo, hindi ito makatarungan at maituturing na ilegal. Hindi niya kinikilala ang pagkakahalal kay Velasco bilang bagong Speaker of the House. Hindi siya dumalo sa ginanap na remote plenary session; sa halip ay nagpatawag siya ng isang press conference.

Sa ilalim ng term-sharing deal ni Pangulong Duterte, maglilingkod si Cayetano bilang House Speaker sa unang 15 buwan o hanggang Oktubre 2020 lamang, habang si Velasco naman ay uupo sa huling 21 buwan o hanggang sa matapos ang 18th Congress sa 2022.
